Can someone without a Microsoft account take my survey or quiz?

Yes. Microsoft Forms authors can toggle their settings to let people outside of their organization to take to their survey or quiz. These responses will be submitted anonymously. If you want to see who has taken your survey or quiz, you can require respondents to fill in their names as part of your questionnaire.
