This is a simple setting in the Outlook app that you can toggle on and off as required.
Please note that the Outlook app will only sync contacts one way so if you need to add new contacts, they will need to be added via the Outlook app, if you create a new contact in the iPhone contacts app it will not sync into your Office 365 account.
